Workers who came through the Employment Permit System

Who it is for

People hired under the Employment Permit System in permitted industries such as manufacturing, construction, agriculture, fisheries and some services (sub-types by industry).

고용허가제에 따라 제조업·건설업·농축산업·어업·서비스업 등 허용 업종의 사업장에 고용된 사람(업종별 E-9-1 등 세부 구분).

Be careful

Changing workplaces without a legal reason. With a valid reason you can change up to 3 times in the first 3 years and 2 times during re-employment, and must find a new workplace within 3 months of applying (arrivals from Sept 2023: within your region). 정해진 사유 없이 사업장 옮기기. 법에서 정한 사유가 있을 때만 처음 3년간 3번, 재고용 기간에 2번까지 옮길 수 있고, 변경 신청 뒤 3개월 안에 새 회사를 구해야 해요(2023년 9월 이후 입국자는 권역 안에서만).

Counseling in many languages: Foreign Workers Counseling Center 1577-0071 (18 languages incl. Nepali, Vietnamese). Labor ministry 1350: weekdays 9-18, Korean and English (press 5). 여러 언어 상담은 외국인력상담센터 1577-0071(네팔어·베트남어 등 18개 언어)에서 받아요. 고용노동부 1350은 평일 9~18시, 한국어·영어(5번) 상담이에요.
If you were not paid, keep your contract, pay slips and work-hour records, then file a free wage claim on the Labor Portal (labor.moel.go.kr) or at the regional labor office for your workplace. 월급을 못 받았다면 근로계약서·급여명세서·출퇴근 기록을 모아 두고, 노동포털(labor.moel.go.kr)이나 일하는 곳 관할 지방고용노동관서에 무료로 진정(신고)할 수 있어요.
Health insurance applies from registration. 건강보험은 외국인등록을 하면 바로 적용돼요.

Key rules for all residents

Alien registration within 90 days — If you stay more than 90 days, register at your local immigration office within 90 days of arrival. Not registering can lead to fines or removal. Book a visit on HiKorea.
Report a move within 15 days — Registered foreigners must report a new address within 15 days, at the community center, immigration office or HiKorea.
Extending your stay: from 4 months before expiry — Apply from 4 months before your stay ends until the expiry date (the day before, online). Late applications can be fined.
Short trips: no re-entry permit within 1 year (F-5: 2 years) — Registered foreigners who return within 1 year of leaving (or before their stay expires, if sooner) do not need a re-entry permit. Permanent residents (F-5): 2 years. Overseas Koreans (F-4): within the permitted stay. For longer trips, get a multiple re-entry permit before leaving.
Health insurance: automatic after 6 months — After registering and staying 6 months, you are automatically enrolled in National Health Insurance. D-2, F-6, F-5 and E-9 holders are enrolled at registration. Unpaid premiums can affect visa extensions.
